Andrew was elected Deputy Chairman Political in 2021 and was our extremely efficient and hard-working Deputy Chair Political until autumn 2022, and did a sterling job including winning three district by-elections in difficult times, one of them by just one vote! Andrew also previously served as a Branch and Divisional Chairman. He lives in the heart of the constituency in Shebbear and Langtree and is the Devon County Councillor for Torrington Rural. He sits on the County Council Cabinet where his portfolio covers Workforce, Digital Transformation and Organisational Development.
Andrew was one of the youngest Councillors in the country when aged 20, he was elected to represent his home ward of Shebbear and Langtree on Torridge District Council in 2007. Since then he has worked in the aviation industry, the House of Commons, the European Parliament and the public relations industry. Returning home to Devon, he was elected onto Devon County Council in 2017.
Andrew is a committed councillor and enjoys campaigning and meeting residents at all times – not just election time! He is regularly out meeting local residents, discussing local issues and most importantly of all, getting things done for his residents!

As the new Deputy Chairman Political I would like to thank Members for electing me at the AGM and to thank my predecessor Jane Whittaker for her hard work during her time in office. I’d also like to thank you, our Members, for all your help and support which helped us to achieve a clean sweep in the County Council elections, winning all 8 seats in our constituency!
I’m really pleased to be taking on this role in the Association and following our success in the County Council Elections, our priority now is to win back control of Torridge District Council and West Devon Borough Council where elections are due in 2023.
I’ve already had discussions with our Group Leaders on both Councils, and I know they’re keen to hit the ground running. In due course we will be looking to organise a series of action days where we will go out and talk to residents in key wards that we will need to win to take back control of the Councils.
We will also be looking for potential candidates as well. If you are interested, or know anyone who would be interested in standing for the District or Borough Council then please let me know. Equally, we are always on the lookout for more volunteers to help deliver leaflets and knock on doors. Please do get in touch if you can help in any way.
